  • Analyze your proposal against the RFP
  • Review the agreement arrangement (Team, Sub, JV, etc)
  • Identify deficiencies based on weak or non-responsive technical
  • Understand agency Evaluation Factors, Performance Work Statement and QASP
  • Write a Debriefing/Notice of Deficiencies
